How to Send WhatsApp Broadcast Messages Without Getting Banned

WhatsApp doesn't ban businesses for broadcasting — it bans accounts that message people who never opted in, or that ignore the quality rating that comes with it. Here's how the rules actually work, and how to stay on the right side of them.

Why WhatsApp Business Accounts Really Get Restricted

"I got banned for sending a broadcast" almost always means one of these, not the broadcast itself:

  • No opt-in. Messaging a purchased or scraped number list outside the 24-hour service window, with no record the person agreed to hear from you.
  • Template mismatch. Sending content that doesn't match the category or wording Meta approved for that template — marketing copy pushed through a utility template, for example.
  • Unofficial tools. Automating the consumer WhatsApp or WhatsApp Business app with unofficial browser extensions or modified clients instead of the official Cloud API.
  • High block/report rate. Even opted-in recipients blocking or reporting you at volume drags your quality rating down fast.

The WhatsApp Messaging Tier System

Every WhatsApp Business Platform number starts on a limit for how many unique customers it can message in a rolling 24-hour period, and Meta raises that ceiling as you send responsibly:

TierUnique customers / 24 hrsHow you get there
Tier 11,000Starting point for every new number
Tier 210,000Consistent volume + healthy quality rating
Tier 3100,000Sustained volume + High/Medium quality rating
Tier 4UnlimitedLong-term track record at scale

A dropping quality rating freezes your current tier or downgrades it — it doesn't take away your ability to send template messages outright unless it stays Low for a sustained period.

A Compliant Broadcast Checklist

✅ Collect explicit opt-in first

Use a WhatsApp click-to-chat link on your bio, receipts, or ads, or a website chat widget — anyone who messages you first has opted in for follow-ups on that topic.

✅ Get templates pre-approved

Submit the exact wording for marketing, utility, or authentication templates and wait for Meta's approval before your first send — don't swap in different copy after approval (see our WhatsApp template rules & examples guide).

✅ Segment, don't blast everyone

Send relevant offers to the customers they apply to. Irrelevant broadcasts are the top driver of block/report rates that hurt your quality rating.

✅ Watch your quality rating, not just delivery

A message that "delivers" but gets reported still counts against you. Track blocks and reports per campaign, not just sent/delivered counts.

✅ Give an easy opt-out

Let people reply "STOP" or similar and honor it immediately. An opt-out is far cheaper than a block or a spam report.

✅ Use the official Cloud API, not a workaround

Modified WhatsApp clients and unofficial automation tools violate Meta's terms outright and risk an immediate ban, independent of opt-in or content.
