WhatsApp Service Message Charges (October 2026): What Changed, What It Costs & How to Cut Volume

What actually changed on October 1, 2026

Service messages are now billable

A service message is a non-template reply your business sends while the 24-hour customer service window is open. Until September 30, 2026 these were not charged. As of October 1, 2026 Meta resumes charging for them, after the monthly free tier is used.

Utility templates sent inside an open service window are now billable

Utility templates sent inside an open customer service window are charged from October 1, 2026 (previously free). What did not change: customer messages stay free, and free entry point windows still exist

Messages a user sends to your business are never charged. Free entry point windows also remain: when a customer messages you from a Click-to-WhatsApp ad or Facebook Page button and you respond within the customer service window, that response is not charged and opens a free entry point window. While it is open, Meta does not charge for marketing, utility, authentication or service messages. Meta states the window may remain open for up to 7 days. The 1,000 free service messages per business phone number per month

Each business phone number has one free tier of 1,000 delivered service messages per month. Meta charges from the 1,001st. Unused messages do not roll over, and the counter resets at 12am in the Messaging account's timezone at the start of each month. Meta also notes that if a Messaging account has no payment method, service messages are delivered within the free tier but not delivered after it is used up, so make sure a payment method is set up in Billing Hub.

Who this affects most

Support-heavy businesses and chatbot or automation users feel this most, in India first and then the UAE, because their volume is mostly replies inside the 24-hour window.

Businesses that resolve enquiries in WhatsApp replies

If your team answers questions one by one, every free-form reply sent after the 1,000th in a month is now a chargeable message.

Teams running a chatbot or shared inbox that answers inside the window

What it costs: how Meta charges service messages

Per message, at the same per-market rate as utility and authentication

Meta publishes service rates per market in its rate cards. Service, utility and authentication are fixed per published rate, and the service rate is the same figure as the utility and authentication rate in each market. Marketing is priced separately.

The 1,000 free tier and how the monthly counter works

The counter is per business phone number, counts delivered service messages, and restarts at the beginning of each month.

How to read your own numbers

chargeable messages = service replies sent − 1,000 (never below zero), and cost = chargeable messages × your market's service rate. This is an illustrative formula: your own cost depends on your volume, market and the current rate card.

Billing in INR and where the service rate sits

Businesses billed in INR pay Meta's India rate: ₹0.115 per service message on the INR list-rate file, in the Service column next to the India row. For all categories see WhatsApp Business API pricing in India (2026).

Illustrative worked example (not a quote)

Illustrative model (hypothetical): a business sends 5,000 service replies in a month to customers in India. The first 1,000 are free, leaving 4,000 chargeable.

Formula: chargeable = replies sent − 1,000 = 5,000 − 1,000 = 4,000; cost = chargeable × rate = 4,000 × ₹0.115 = ₹460.

UAE: what changes for AED-billed businesses

Higher UAE marketing rate on the same October 2026 update

The ~4% currency-conversion-fee note

Answer once, self-serve many times

Plan which replies are worth spending the free allowance on. It resets monthly and does not roll over.

Keep free-form replies intentional, and use templates where they fit

Messages that are really notifications belong in templates, and each template is charged by its own category. Review the template rules and examples before moving anything.

Watch your Click-to-WhatsApp free entry point windows

Track volume before and after

Measure monthly service replies per business phone number, how many were sent after the 1,000th, and how many came through free entry point windows. Meta's status webhooks mark each message as billable or not.
